Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the announcement of a new 28-article proposal for ending the war appeared – momentarily – to have been contained. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of conflicting incidents captured the bleak nature of the outgoing year. By day, diplomatic battles are fought: optimistic declarations are issued from various governments. Immense energy is allocated on containing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, war remains the key method for achieving "settlement".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from enemy soil, a ability provided through up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been scrambled to engage hostile cruise missiles roared overhead – sophisticated military planes provided to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons activated: several firings deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, probably supplied through partner states. Every launch jolts you unexpectedly, rattling buildings. The moment of terror quickly becomes grim resignation: perhaps the approaching threat won't cause damage this time, preventing destruction from catastrophe and another blackout.
Continuous Dangers
Following this, a large-caliber weapon engaged a drone in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Sadly, the bullets missed the hostile drone – it pressed on overhead toward its objective.
Intermittently, this persisted until dawn. Kyiv greeted the daybreak reports: multiple fatalities, devastation and infrastructure problems in multiple buildings as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those full day demonstrated Ukraine's essential dependence on international aid – a reliance that neighboring countries are demonstrably unable to fill in the short term.
Unsuccessful Negotiations
The detailed framework from Washington sparked intense emotion, debate and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.
Every new initiative from US leadership adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually secure success. This pattern will, no doubt, endure.
Strategic Calculations
It is convenient to criticize particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. American leadership functions according to a principle understood by international relations experts: you cannot secure via talks what you have lost on the battlefield. The White House presumes that it is unfeasible to pressure the Kremlin to surrender the land that it currently occupies in Ukraine's southern or eastern regions.
The issue is that while acknowledging this situation, Washington does minimal to deter Moscow, through statements or actions, from thinking that the situation will not shift further in its advantage in the months ahead.
Divergent Views
Therefore, Moscow is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding people and territory but averting a entire defensive failure until situations evolve in its favour.
Current Realities
Realistically, there are no genuine requirements for a armistice. Now, subjective factors are becoming relevant: leadership ambitions to broker a ceasefire and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unsuitable, so that their priority does not switch to homefront challenges. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.
These two forces are influencing discussions.
Assessment and Future
It took a just a single week to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, current information leaks, all served their function.
While new proposals based on previous concepts are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and show certain reluctance to alter the situation, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, largely rely on ongoing international assistance.
